Nice simple description of the difference between reconciliation and rescission. I know you mentioned it is something you will address later but be aware that the thinking here now is that the President (OMB Director) will have a big rescission package submitted late that will run out beyond the 45 days are up and the FY ends and thereby create "pocket rescissions". No time available for Congress to take action to overturn You can see it evolving by the Administration holding back on obligating funds (e.g. NIH) and building up a large unobligated balance to be rescinded late in this final quarter. I believe this is illegal, but .....

My guess is if the GOP fails to approve the current rescission package (&/or future ones that the Trump administration puts forth), they should deservingly lose the midterm elections & the Senate, based on their total lack of fiscal responsibility in addressing the current $37T national debt.

Excellent explanation…timing, how it might be used to avoid Congressional review & action & what might be done would be helpful to provide balance to what will be planned especially aimed at those who have particular concerns over medical research & other public goods which all benefit from.
